The Tomahawk Land Attack Missile (TLAM) can strike high-value or heavily defended land targets. North Korea has an estimated 70 to 90 diesel-powered submarines in one of the world’s largest submarine fleets. Biden himself noted that fielding low-yield weapons as alternatives to more powerful ballistic missiles would make the U.S. “more inclined to use them” and increase the risk of a nuclear war.
